The City Council voted Wednesday on new rules for what you can and can't do in Portland parks: No smoking within 25 feet of picnic tables or playgrounds. No sex offenders in pools or within 25 feet of playgrounds. That applies only to convicted sex offenders whose victims were younger than 16 and not related. Commissioner Randy Leonard's idea to outlaw smoking in all parks is not part of the plan.
